The starter is good, the ignition switch is good and the solenoid appears to be good as well (we can start the engine by shorting across the power and the smaller wire at the solenoid).Check the front axle for wear in the king pins and joints. In fact, depending on the age of your 6610, it may not have a steering box, but an orbit motor. Change the filter, fill the reservoir, cycle the steering a couple times and refill the reservoir.
